Is Iowa a "shall issue" state for concealed carry?

    There are a few pros and cons about living in Iowa. It is not a shall-issue state. However, your permit to purchase handguns (renewed annually) is issued by the Sheriff's office but they do not retain your application and your permit does not list your address on it in my county (Woodbury). However, my county isn't to keen on issuing concealed-carry permits. The justification has to be pretty good in order to get a CCW here. Also, the state has passed a law that no city/county/municipality can pass a firearms law that is more stringent than the laws that the state has on the books (unlike NY where my CCW was good everywhere EXCEPT NYC and a few other worthless places on the map). Thirdly, there is no NICS check for ANY firearm purchase so long as you have a permit to purchase handguns issued by your county. There are trade-offs for living in Iowa. No NICS check for handgun purchase permit holders but no shall-issue provisions either.

    iowa is a may issue state where each county decides who may and may not have one. give a hefty campaign contribution to your local sheriff next time he runs and it will improve your chances.
