LEO Question

A while back someone mentioned something about not pulling over for unmarked cars with flashing lights. My question is it illegal for a non - LEO to have flashing lights on their car.
For Example I have a 2002 chevy Impala. I see alot of troopers driving and police driving the same thing un-marked. If I where to put lights on my char would that be illegal. I would not do it but just wanted to know.
If you will blame gun makers for every shooting then blame car maker for every car accident.

I called 911 and reported a possible drunk driver and told the dispatcher what he was doing. The dispatcher told me to follow safely and an officer would be there shortly.
The guy was driving a commercial truck and pulled into the business whose name was on the side of the truck. I followed the truck into the parking lot, told the dispatcher where he parked and waited for the officer to show.
The officer pulls in and I tell him the story. He asked if I could identify the driver and I said no. He said there was nothing he could do and was going to leave. I asked him why he couldn't investigate and go into the store and ask the manager who was driving. He acted like I insulted him and angrily told me it was a wast of time if I wasn't going to identify the driver and sign a warrant. He finally did agree to go talk to the manager. I left so I don't know how it turned out but I am sure nothing came of it.
Isn't there some recourse he could have, or should have, taken to see if the guy was drunk or at least ticket him for his driving. I am certain the manager would identify who was driving the truck, it is a small business with only a few employees. Maybe I should have went and talked to the top dog down at the police station.
What would you guys have done? What should the LEO have done.

You will get no judgment from me. none at all. Just a question.
is If I carry a SHTF shotgun or Rifle in my truck.
Is there a problem with that. I have a secure valet
to keep it in. But to carry a shotgun/rifle is there
a legal problem?
The above thread discuss' using window tint as PC.
My question is, If you are pulled over for illegal window tint, and the officer just happened to find something else illegal in the car, and he cited you for that, but it turns out that the tint was in fact Legal tint, could/would the other citations be dismissed?

In Texas, volunteer firemen can put lights on their POV's for responding to calls. That is the only concession for emergency lights on a personally owned vehicle.
Only emergency vehicles can have red lights that project to the front, or red lights that alternately flash, or headlights that alternately flash.
Wrecker drivers use yellow lights, and road crews use yellow or yellow and blue.
But that's just my state, and there are 49 others.
