Can they be shipped from a person to a class 3 like a title 1 or does it have to be dealer to dealer?

An individual can ship to an NFA dealer in another state.

Thanks CP, I was under the impression that they had to go from dealer to dealer. Sometimes it's good to be wrong.

And, a C&R NFA firearm can be shipped directly to a C&R licensee, upon ATF approval.
