On a side note, sleepytown decided it needed to hire a chief with a college degree instead of promoting from within. New chief then came to town about 3 years ago and will most likely be leaving when his contract is up. I believe the council has seen the error in it's ways.

Sheriff is an elected official.

San Angelo, Texas used to have an elected Chief, and it is a fair-sized city. I don't know if that is the way it still is or not.
I believe the tiny town of Nash, Texas has an elected position called City Marshal, that is the equivalent of a Chief of Police.
nashflash could answer for sure if he would.
