Here's the DOJ email I got back.
"Dear Mr. xxxx:
In response to your correspondence to the Attorney General's Public
Inquiry Unit regarding the possession of assault weapons by active duty military personnel stationed in California, I offer the following:
1. California law restricts the possession/transportation/importation
of certain firearms that have been classified by statute to be assault weapons. As you mentioned in your correspondence, 12280(f) PC lists those entities exempted from the law ie. police departments, military forces, etc. for use in the discharge of their official duties.
2. Form FD 4082 that was sent to you is used by active duty military
personnel stationed in California who wish to possess/transport an
assault weapon off base. If you do not intend to possess or transport an assault weapon off base you do not need to complete the application and pay the $73 processing fee. Unlike the $20 fee associated with processing registration applications by California residents, the fee is the actual cost of processing this type of application which requires both a state and federal eligibility background clearance (two sets of fingerprints) since it is for non-California residents.

It looks to me that if I keep my assault weapons on a military installation the DOJ doesn't require a 'California Assault Weapon Permit'.
I have submitted a request to the ATF on my protection under the Soldier's and Sailor's Act and should find out in the next week or two if they deem the act protects firearms owned by military members.
Thanks for your concern and vast support to a fellow firearm owner, it has been my driving force in writing agencies for clarification.
It looks like all you need is orders from your superior officer, possess 'em only on Uncle Sam's time, and you're all set. [:D]
