spent shell casings......md law.....help!

i posted this on the "ask experts" page also so sorry if you are seeing it twice but i'm trying to get an answer quickly:

i just bought a colt commander through gunbroker.com and the place that sent it to my dealer did not send it with a spent shell casing(needed by maryland law).....if the gun was made before a certain date this is not nessessary.......if someone knows could they tell me that date, and is there a way for me to use the serial # to get the guns manufactor date(besides calling colt they are closed for the evening).

    bandit, have no reference to help you, but if all else fails, could you authorize the dealer to fire a round for this before he transfers it? Sympathies on the dumb laws of your state.

    I live in maryland. Im thinking that if it is a used gun then you dont have to have one? I might be wrong dont take my advice
