Are there new ATF regs about interstate gun sales?

I've been buying and selling guns on gunbroker for about a year and a half, following all the rules of transfer as a buyer and seller. Then suddenly in the past months something happened i never experienced before. On three occasions a buyer's dealer refused to send me a "file only copy" of his FFL and would only send it to another dealer. Two of the three claimed the the ATF was getting stricter, and they were only allowed to send copies of their license to another dealer. I had never heard this before. Then the third claimed he would only receive a gun from a dealer because of stricter ATF requirements. Hmmmm more news to me. So then i purchsed a pistol from a person in another state, who legally shipped it to my dealer via Fedex. My dealer refused to check the gun into his books and give it to me becuase he said the ATF requires documentation it came through a dealer. What!?!?!?! If this is all true that only dealers can transact interstate gun business with another dealer, then this is all new to me. It's certainly going to change the way we do business on here. But what concerns me is if the ATF is changing its regulations and requirements. Its according to what law?!?!?

    I'm an FFL and that's the first I've heard of it.

    How are you supposed to take guns in on trade? Sounds like a bunch of Bravo Sierra to me.

    I hit this roadblock all the time. Local Marine Corps Exchange, who I lovinly call the "Mafia", will not recieve jack without it coming from an FFL. Costs me an extra $10. #$@!!!!!!!

    Makes me say cussin' words sometimes.

    Hmmmmm so what i'm hearing then is every dealer does it his own way. I'm living in an area where there are at least 10 or more gun dealers, at least, and only two will accept internet, out of state gun transfers!!!!!!!! One gouges ppl with full retail prices on everything and the other is a nice guy but only wants to deal with other dealers. This is pretty pathetic!

    I guess the more i think about this then is that if indeed there are no tougher ATF regs and these dealers only want to deal with other dealers, then they are basically saying that non dealers have no business buying and selling guns except through dealers. Sounds like the gun control lobby to me.

    Well I just got done with one from out of state, private party seller, to me. The private party sends gun to FFL holder (there is no need for a copy of FFL to accompany UPS shipment). FFL holder recieves, does his DOJ thing and waiting period. My FFL guy charges nothing (except DOJ fees) for this, but I do buy all my ammo from him.
    No stinking sales tax (the sale was not his) and comission for handling the transfer (did I mention he is pro gun). And best of all he has the best stories, most interesting people in his store. One day I will tell you about our local "Cat" Man.
