Are there new ATF regs about interstate gun sales?

I've been buying and selling guns on gunbroker for about a year and a half, following all the rules of transfer as a buyer and seller. Then suddenly in the past months something happened i never experienced before. On three occasions a buyer's dealer refused to send me a "file only copy" of his FFL and would only send it to another dealer. Two of the three claimed the the ATF was getting stricter, and they were only allowed to send copies of their license to another dealer. I had never heard this before. Then the third claimed he would only receive a gun from a dealer because of stricter ATF requirements. Hmmmm more news to me. So then i purchsed a pistol from a person in another state, who legally shipped it to my dealer via Fedex. My dealer refused to check the gun into his books and give it to me becuase he said the ATF requires documentation it came through a dealer. What!?!?!?! If this is all true that only dealers can transact interstate gun business with another dealer, then this is all new to me. It's certainly going to change the way we do business on here. But what concerns me is if the ATF is changing its regulations and requirements. Its according to what law?!?!?
