Explosive Targets-WOOOOOOOHOOO!! Ka-BOOM!!

Went out today and shot some of the "explosive targets" Not the small ones you see at the gun shows, but the new "Tannerite" targets.
Let me just say one thing:
THEY ARE THE COOLEST THING I'VE SEEN IN YEARS!!!!
We had an *incredible* time! I'm STILL hyped up!
Basically, they work like this: There are two parts to the explosive target. You mix them together, then wait a few minutes. Then shoot with a high-powered rifle. (22s and pistols need not apply!!)

These targets are 100% LEGAL, just so you know.

That video shows what happens when you put a target into an old monitor (that was already shot up).
We also put one near an old fire extinguisher that had been shot many times. It ended up a good 200' away, over several small hills.

However, once mixed, binary expolosives are considerd to be "explosive materials" and are subject to all applicable federal requirements. A person who regularly combines compounds of binary explosives to manufacture such explosives for the purpose of sale or distribution or for the persons own business use is a "manufacturer" of explosive materials and must be licensed as a manufacturer under law [18 U.S.C. 841(h); 27 CFR

you are combining A & B compounds to make an explosive, you are in violation of a number of laws with each violation 10,000.00 or 10 years in jail, I have seen the adds be carfull I have been in the explosives business for over 25 years and lost a few friends along the way explosives do not forgive and ATF is just as bad if you ever get on the wrong side of them they will make your life hell.
Ok, I'll bite. THESE ARE NOT ILLEGAL IF YOU USE THEM IN THE MANNER THEY ARE MEANT FOR! I asked the ATF, and they said that the key was "regularly combines".
If you do it on a daily basis, yes, they are illegal.
If you make them once in a while, and shoot them, no, they aren't illegal.
