You may well have an easier time getting a licence to carry in another state from within CA.

Kalifornia is a "May" issue state. The first step is to contact the Law Enforcement Agency under whose jurisdiction you reside. Ask them what their policy is, and what other options you have should they not issue them. Next would be to contact the Calif. Dept. of Justice for direction. I have had a Calif CCW for over 25 years, and I'm neither rich nor famous. My local LEA is CCW friendly.

CA is not a "Shall issue" state, however there is a mechanisim in the law to allow for CCW permits to be issued to those people who have a bonifide reason to have them. Simply "wanting" one or needing it in order to feel "safer" will not be nearly enough to qualify. If you have real and serious threats against your life (and not simply a fear of a North Korean invasion) or are in a danagerous profession where you carry lots of cash or valuables like a pawnbroker, a jeweler, of something along those lines your chances are fair. All CCW are issued on a local level and you will have to apply through your local PD of sheriffs dept. Qualifications for issuing permits are as varied as life in this state and if you live in a major urban area (where you really need a CCW) your chances for issue are actually much less than in many rural areas. Mnay chiefs and sheriffs won't issue permits for any reason other than the fact they don't have too and lots of these cases have ended up going to court in order to force the issue. Even if a permit is issued there are often times restrictions attached to it such as being valid only in specific counties/areas where you claim your treat exisits or where you conduct the business where the CCW is needed. Contact your local PD and they can fill you in on the details and inform you which agency issues permits in your area.

Like most of CA gun laws, a quagmire. Each city/county MAY issue depending on if the CLEO got laid last night, if you donated money to the sheriff's re-election campaign, etc. Gun(s) must be listed on permit, many restrictions, some areas require carry gun be on approved list. Some require much personal insurance. Easier to move and start a new life in a free state. Sorry. You can always ask as some locals are known to be more liberal than others. Rural areas like Mariposa County, Madera County, etc. are said to be easier. SF or LA or Sac? Forget it!

I saw the deck and stood on it as well as being penned in its corner by an enormous 200+ pound dog who gaurds it like his personal territory. In order to be released from captivity I had to swear to never devulge any information about the actual location of that wood structure, the costs of which far exceded the GDP of any of several east European countries.

I believe Mr. Christian and Chockfull have spelled it out very well. Their is one exception to the rule, if you live in a rural county with a population of less than 200,000 people. Have a Sheriff that is favorable to the idea of concealed carry and you have a clean record with a acceptable training course, they (Sheriff) may issue at their descrition. When I lived in California ( up to last year, I have since moved to a free state )I was issued a permit in Amador county ( outside of Sacramento) besides the things above, I was only allowed to have three guns listed on the permit. If you were caught without the correct gun (S/N) listed on your permit you may as well have no permit at all ! If you were discovered carrying in SF, LA, and any other city of large population (for say a traffic violation) plan on a delay (usually in the back of a patrol car) while they check and double check it.

KERN county has the most , SF county the least. It depends on your police chief. You used to be able to go to ANY chief law enforcement officer in your county. There was a police chief in Isleton who was a good guy, and issued them if you passed the qualifications. The sheriff of Sacramento co. got pissed that he was doing this ,and helped get a law passed that you could only go to your residence city law enforcment chief. Isleton out on the delta has a pop around 800 and there were over 1000 ccw's. Here you can go get the pile of paperwork ,but you are told right off you won't get it.

Mariposa County is as close to a "shall issue" county as one can find.
The next county below, Madera I think, is also gun-friendly.

Calguns.net has a political forum where they spell it out clearly if you ask.
