What constitutes treason today

Five U.S. citizens are arrested outside Buffalo NY as being part of a terrorist cell. They were trained at a terrorist camp in Afganistan. Now I hear on the news that if they are found guilty they could be sentenced to up to 15 years. Now maybe I just don't understand the law but since we are suposedly in a state of war with terrorism and these five trained terrorists are US citizens - doesn't this constitute treason? Is 15 years plus whatever parole opportunities they would have - a pathetic sentence for their actions?
When in God's name will this country wise up!

Not until terrorism is actually committed and either is shown to be an overt act to overthrow the government or kills or personally injures the President or the President's family. Merely being a member of a terrorist cell does not fit the definition of treason.
