Question About the CA election. or any state

Ok I am Just a little confused:

Lets assume Gray Davis does get recalled on the ballot, and an election for a new Governor goes forward: X-Governor has been elected-The Calif. Budget for the 2003 fiscal year has been passed, as we know.

My question is #1 how much of the budget can the Newly elected Gov. change, if any?

And my biggest question is (and correct me on the amount if I have it wrong)

It is my understanding that 18-20 billion of the (38 billion dollar) deficit will be carried into the 2004 fiscal year.

Now this is where I get confused: Is the new Gov. obligated to fund special interest groups that carry over as debit in the 2004 fiscal year (or should I say the 2004 state budget that has not been created yet)?


Here is an example: Greenpeace, serria club, postal workers aginst guns, ya de ya da

have been promised 1 million each by the state of ca (or grey davis) in the 2004 Budget as a carry over (even though it has not been set yet) Can the new Govenor change that?

    California can't print it's own money. They'll have trouble sweeping it under the rug and any new Governor will be jumping on a dead horse like Bush did.

    Can't ride a dead horse far and look good doing it.
