Anyone know just what guide lines the airlines use in issuing these?

In all honestly there are no guidelines; they can use them as they please. You might get free overnight accommodations, a free meal (or two) or a cash discount off your next flight. It depends on how they feel, what you think they have done to you and how you plead your case. If you are looking to have yourself bumped to a later flight on an overbooked flight then ask for cash and their letting you spend the down time in their first class lounge (free food, booze and often a hot shower await you there). Being a frequent flyer really helps a lot since they have good reasons to make you happy and keep you flying.
