"California is drenched in red ink. The controller warns he will be unable to pay the state's bills this summer without billions in loans, and Wall Street is growing increasingly wary of the quality of California's credit."

I don't know about you but anyone loaning California money wasted THEIR time and money in college.

Let's change the laws and quit bickering about them. One man CAN change the status quo.

This is the third (or fourth) budget crisis in the past 12 years. Back in 1992, when Pete Wilson was governor, the State actually went broke and could not pay its bills. If you received payment from the State of California at that time you got a "registered warrant" instead of a check. The warrant was simply a promisary note, some banks accepted them and others did not. The States bond values dropped and banks charges higher interest rates on loans for short term financing. We also saw the first toll roads appear in the state. The thing is that these budget nightmares seem to happen as often with Republicans running the show as when the Democrats have control, just like gun control in California, it crosses all party lines.

I don't want to live there, but Mark seems like a decent guy (I'm sure there are others, but I don't know them by handle) and he lives there.

Send your loose change in your pocket to root cause of this crisis: Gray Davis. Thank you San Francisco, and east Los Angles for this governor.

Here's a thought... cut spending. Either that or pass around a hat at the next big Hollywood fund raiser. All those touchy-feely liberals will be happy to help out their old pall California.

Just take all those socialist hollywood liberal actors billions of dollars and use it. I wander how long they would maintain their socialist viewpoints?

Its all the bond measures. Since the state is predominately liberals, alot of high dollar bond measures that sound good (education, conservation, green) measures for billions pass all the time. We'll pay for it later... Then later rolls along and everyone is how did we get to this point!! You voted in billions of bond measures fools.. I pretty much vote NO to all bond measures. They should be able to pay for it out of the general fund, if they can't then we obviously can't afford it.

Its interesting that when Davis was the Controler- he's the guy who signs the checks...or warrants- he had a reputation as being a fiscal conservative! He used that reputation as a penny pincher to help him during his first campaign and I'm sure it won him a lot of votes from the "League of Uninformed Voters" (which has a HUGE membership here in this state). Amazing how once these guys get into office everything about them turns 180 degrees!

Not exactly true, in 1992, the state legislature couldn't pass a budget so the authority to spend wasn't there (the money was there but they just couldn't spend it [:p] ).
Today the problem is a sea of RED INK. Brownout Davis has managed to turn a 20 BILLION dollar surplus into a deficit of between 23 and 34 billion dollars!

30-06, I stand corrected. Strike out the word "BROKE" from my first post and you now have: "Back in 1992, when Pete Wilson was governor, the state actually could not pay it bills. If you received payment from the State of California at that time you got a 'registered warrant' instead of a check. The warrant was simply a promisary note, some banks accepted them and others did not". My personal opinion is that if you can not pay your bills, people won't accept your checks, and banks either refuse to loan you more money or insist on outragous interest rates, and your credit is cut off, you may not be broke, but no matter what your assets may be, you are in very deep trouble! Others may well feel differently about this...but I won't be doing business with or selling guns to those folks any time soon! My point is that it seems to matter very little which party runs things in this state, the problems are still the same.
