My daughter had a slight accident and broke the touch screen on her Ipod.
I've looked on-line and cannot find any real credible reviews of folks who've have to replace the touch screen, so I am hoping someone here might have a recommendation.

check c-list in your area, there is usually someone who will replace it with "gorilla" glass for around 30 bucks, well worth it, then buy her a hard case for it
I'm not guarenteeing anything, but I hear Apple CS is second to none, especially in person visits.
If you have an Apple store near you bring it in to them. A couple friends of mine have gone to the Apple store in Chicago with damaged laptops and after an hour or so walked out with repaired laptops for free.

if you dont have a warranty(or it has expired) you have an entirely separate situation. the policy will more than likely bee that if you dont have a warranty, you'll have to pay for the repair(which wont be cheap). enforcement of this policy will be tough to generalize. we all know of someone(perhaps even some of you) that have gotten warranty work done for free or at a much reduced cost when they werent actually entitled to it. whether it was because they * and moaned loud and long enough, were a great big giant pain in the *, great knockers, whatever. it happens and it makes it hard to say with any certainty whet will happen when you bring your out of warranty hardware in for a repair.
