They only need their military to try and control their own people. That is probably an effective tool when their citizen have no guns.

I remember one summer we hosted burmuda marines for war games. that looks a lot like them getting off the truck. back then it was madantory they do 2 years after high school. almost all of them didn't want to be in military and it showed, but it put everyone on same level after the 2 years they went their own way, college or work. not much disipline it was just a vacation to them for the time we put them up for the war games/training while they were here.

Venezuela never had Mosins back in the day. They must have purchased some of the $79 specials for sale from the former Soviet Union a few years ago. Or maybe they have been cheaper abroad since Obama wasn't importing them.
