Keeping 7.5x55 under 39,000 psi. What's the load?

I read that the early 1889 schmidt rubin was unable to handle a round that produced more than 39K psi. Does anyone know what the recipe is for loading your own round to keep the pressure down or if there is a brand that you can buy to keep down the pressure.

I wouldn't begin to give you data for a rifle in this case, but the new LEE 2nd edition reloading manual has pressure reduction factors for quite a few powders. They don't list any for 7.5, but do for the .308 which is a similarly sized case and should respond accordingly.
