Despite its ban, Chicago tops the nation in confiscated firearms. Last year, Chicago police seized about 7,400 guns and received 6,000 at voluntary turn-ins. Over the past decade, Chicago police have confiscated an average of 10,800 guns per year. Chicago Police spokeswoman Monique Bond sees the high confiscation numbers as evidence that guns are ubiquitous here: "Anyone can get a gun," she says. "You can get a gun like you can get expensive sneakers." But she insists those statistics also reflect that law enforcement has been aggressively cracking down on guns in the city.

    Chicago's newly minted handgun regulation law goes into effect today, less than a month after the U.S. Supreme Court struck down the city's ban on handguns.

    The new ordinance bans gun shops in Chicago and prohibits gun owners from stepping outside their homes, even onto their porches or in their garages, with a handgun.

    "Our big thing is knowing who has weapons," Chicago Police Supt. Jody Weis. "Believe it or not, we are trying to make it as easy as possible for people to register their weapon."

    The police department has posted forms and other information on permits and registration on its Web site, the superintendent said.

    Lawsuits have already been filed by a man who wants to open a gun shop in Lincoln Park, by four residents and a gun sellers group. They claim the ordinance is unconstitutional.

    The Supreme Court ruled in June that Americans have the right to have handguns for self-defense. The ruling effectively made the city's 28-year-old gun ban unenforceable.

    Starting today, anyone who wants to get a handgun must obtain a Chicago firearm permit. People who have committed violent crimes, or have two or more convictions for driving under the influence of alcohol or drugs, will not be allowed permits.

    To apply for a gun permit, applicants must be 21 years old or older (or 18, with parents' permission), have a valid FOID card and an affidavit signed by a state-certified firearms instructor, among other requirements. The permit fee is $100, the permit itself expires in three years and the application must be submitted in person at police headquarters, 3510 S. Michigan Ave., though applicants were advised not to bring their weapons with them.

    Key provisions of the ordinance include:

    Firearm sales will be banned in the city.
    Gun training totaling four hours in a classroom and an hour on a firing range will be required before getting a permit. But firing ranges are banned, so training must be completed outside Chicago.
    To transport a gun, it will have to be "broken down," not immediately accessible, unloaded, and in a firearm case.
    Firearms may be possessed only inside the dwelling. It will be illegal to have a gun in the garage, on porches or in the yard. Guns also will not be allowed in hotels, dorms and group-living facilities.
    Permit-bearing owners also must individually register each gun they own within five days of purchase and are allowed to register only one handgun per 30-day period, Weis said. The registration fee is $15.

    I think instead of Colorado, we are headed to Chicago, we used to live up there. I know, I ought to know better, but my mother wants to go back for a few days. My wife and I were thinking about staying downtown for a few days and were going to use priceline.com. Anyone have any knowlege about which areas are best to try to get a hotel in on priceline? I think my choices are; Millennium Park, Loop & Grant Park Area, North Michigan Ave - River North Area and Greater Chicago. Any thoughts? Thanks to you all.

    I know, its a stupid choice, but it ain't mine to make...

    Wife, baby and I skipped town for a few days and are visiting Chicago. I havent been here for fun before, but the wife wanted to see a city she had never been to.

    Where do I get a Chicago hot dog and a good deep dish pizza?
    Any other suggestions?

    I would have to do more research but I do believe that the rest of the state is paying taxes to fix the infrastructure crap that is in chicago.. In Illinois history a long time ago there was Illinois had a fight with Wisconsin over who got the city, we got screwed there!! There is a whole other state south of there yet we are at the mercy of their politics... But yet the lion share of our states trade comes from the farmland and not the city.. I doubt the trade coming and going out of the city really does much for the state, the manufacturing is going away, they tax the crap out of anything that produces. Their economy consists of internal trading, ie people renting, local tradesmen etc (dont know how to describe that, but they are consumers not producers). Yet no one can afford to live there, so they move out to the suburbs, and the suburbs are spreading like a plague chewing up some of the best farmland in the WORLD, really IL has some of the best farmland, it isnt pretty to look at, and smells bad when cattle farmers spread manure, but that smells better than the city.

    Illinois would be a great state if it wasnt for Chicago and all the greedy buzzards in it, and the poor buzzards that cant get out. I dont think people understand land ownership, yes we may call a house built on a foundation dug out of dirt, but we (especially farmers) are custodians of this land, and dont truly own it.. (this was the philosophy of them godless injuns that we were so kind to run off). It really makes me sick to go into the city, and I havent done so for years...

    The city of rockford is almost the same if not worse, the bad side of town with all the old abandoned factories needs a new purpose, why cant home depot, and lowes rehab one of those, really invest in the city... The river!!! The river walk in San Antonio TX is awesome, shops restaurants, hotels condos!!! cool boat rides where you can see the wonderful city... Does our state or the city of rockford do anything like that?? The old historic factories which produced nonstop for years, and were famous for their production and manufacturing ability in WWII. I am not a city dweller (although I kinda am now... Got a REALLY good deal on a house, and it is cheaper than renting. Not to mention I can hammer on any wall I want to, it was built in 1920 and has class). I do think it would be cool for people to develop those into condos... Talk about stimulating the economy..

    Whatever what the hell do I know, Im just a beat up cheapskate whos been around the world a few times

    Saying 'despite the ban' seems counter-intuitive. I'd say it's due to the bann that so many are seized. No doubt a great number of those guns were confiscated for no reason other than the unconstitutional ban.

    Dang! Hope Chicago never bans sex. From comparing the possible outcome of banning sex compared to banning gun; if Chicago bans sex, every person 12-80 will be running around bonking everyone in sight.
