the actual cost is around a million according to a reporter interviewed on Fox NEWS this morning...still a huge waste IMHO but better than 5 million ( and these folks are socialists...isn't that just amazing hypocrisy)

Many temporary prohibited areas (no fly zones to the unwashed masses) are authorized for major sporting events/marathons, etc.
News aircraft and police/military aircraft have to file a waiver to penetrate. In a case like this, the news aircraft will be denied a penetration waiver.
Kingston-Ulster Co. airport, and Old Rhinebeck Aerodrome are W/I the prohibited area. They contact Albany, or New York approach control (depending if it's a Northbound, or Southbound departure) for clearance in and out of the zone. They are assigned a discreet radar (transponder) code, and are tracked by the respective approach control until they clear the prohibited airspace. Handled them many times. Joe

The prohibited areas usually extend from the ground upwards to, and including, 1,500ft. AGL and are usually 5nmr radius of the feature that causes the issuance of the prohibited area. Above that, and beyond that, no restriction.
