Cheap 22 revolver

My wife has a friend who wants to get her husband a handgun for fathers day. His first. She knows nothing about guns, and has talked my wife into conning me into finding one for her. Now, I'm hoping for a miracle, and find something decent in her price range, which isn't much. $200. Had a little experience with Heritage revolvers, not God-Awful, but not real good either. Looking at the 1873 Chiappa revolvers on the auction side. They look pretty good, but are they worth a damn? I know this lady is not going to get much in the way of quality for her money, but I want to do right by her, introduce a new handgunner, as she has also talked my wife into showing him how to shoot, and safely handle, whatever we end up with.
I'm open to suggestions, experiences, here, and remember, we're talking cheap. And no, as much as I suggested it, she can't pony up any more money. And I'm not making a dime off of this. Just trying to help out a friend of my wife, and score some brownie points with my wife along the way. I need some good points, here. I've racked up enough bad ones to last most folks a lifetime!

There are Double-Nine's on the auction side. The cheapest need work. Anything that doesn't need work or isn't listed as a parts gun is over $250.

I'm fond of the H&R's and own both a 649 (.22LR & .22WMR) and a 999 Sportsman model. These were good solid dependable designs. I carried my 649 on many long backpack hikes. Have thousands of rounds through it and it still works fine.
Another thought is the wife's friend certain on a handgun? Would a rifle do? You can find plenty of older .22 rifles under $200. More so than handguns.
Next comes the issue of the .22 ammo gougers, that ain't going to be over for a while.

I'm a fan of the High Standard Double Nines also. If you can find one you can't go wrong with it. They're tough guns.
I inherited 2 of my Uncle's Double Nines one of which was the first handgun that I ever shot back in the late 50's. The nickel one with the black grips was made in the 50's. The other one in the display box that also has the .22 Mag cylinder was made in the early 70's. I would be afraid to estimate how many thousands of rounds that have been shot though my nickel Double Nine but it's still a great shooting gun.
The Heritage Rough Rider is a good choice. Come with 2 cylinders.
Loads through a side gate but can be fired double action also. For the price range one would do nicely.
You have a few months to look around for an older model pistol, H&R, High Standard, Rossi, Taurus and if you can't find one get one of the cheap ones you mentioned in your OP.

High Standard Sentinel, currently at $120 with over 11 days to go. Don't know much about the model, have fired the Double-Nine mentioned above and it was a good little gun:

The Sentinel was one of the few revolvers to pass the test in 1979 ordered by the U. S. Senate to determine which guns were "Saturday Night Specials." The test was 5000 rounds. load and fire non stop without breakage. The result of this test was several firearms were removed from being imported.

I've read some good and really bad reviews on the Rough Riders. Priced under $200 brand new, they are in every little gun shop here in MO.
Keep in mind, H&R's and High Standards have been steadily increasing in price over the last few years.

If so, I think you've already got your answer.
There are no GOOD current production NEW .22 revolvers that can be had for $200, but I think you can still find some cosmetically challenged older ones in that price range that are worth a buy. I don't think I can add much to above in that respect.
If you are willing to open this up a little bit, you might also consider .22 autos. For a new-shooter adult male, I think a .22 auto is still a perfectly reasonable choice, and many will even prefer a semi-auto over a revolver.
If this is a consideration, then I think you can still find excellent quality used Ruger Mk1s for under $200. Used Smith 22as can be had in that price range, and these are very good beginner guns, in my opinion. There are also a few others that you might find in that price range that could be OK (eg Walther p22). Stay away from Phoenix/Jennings/Bryco. Those meet the price criterion, but they're otherwise low quality guns, and IMO just not worth consideration.
If its just "first gun for new shooter", then maybe even consider a .22 rifle, instead of a handgun. If you do that, there are really TONS of great bolt action and semi-auto .22 rifles that can be had for under $200.
