FEDERAL GUN CONTROL BILL INTRODUCED ... Legislation (HR 45 - "Blair Holt Firearm Licensing and Record of Sale Act") sponsored by U.S. Rep. Bobby Rush (0-111.) would mandate numerous gun control measures if passed. The bill specifically calls for all handgun owners to submit to the federal government a formal application including: photo identification, fingerprints, medical and mental health records and a completed written firearm safety examination. Applicants would also be forced to pay a fee to the federal government. While VSSA focuses on state and local legislative issues, we oppose this legislation and will monitor the bill closely. Please consider contacting your representative and urging him or her to oppose this dangerous bill.
MOSSBERG, BLACKPOWDER PRODUCTS INC. SUPPORT YSSA EFFORTS ... The Youth Shooting Sports Alliance (YSSA) has announced that O.F. Mossberg & Sons, Inc., has generously continued its support of priority youth shooting sports programs by donating 12- and 20-gauge shotguns to Boy Scouts and 4H shooting sports programs that were among those identified in YSSA's National Youth Shooting Sports Program Needs Assessment. YSSA also announced that Blackpowder Products Inc. (BPI) enthusiastically answered a request to provide muzzleloading rifles and accessories in support of the shooting sports program offered by the Heart of Virginia Council of the Boy Scouts of America. FBI BACKGROUND CHECK DATA EYE-OPENING ... As part of a SHOT Show presentation, representatives from the FBI's National Instant Criminal Background Check System (NICS) presented senior firearm industry executives with a historical analysis of background check data. Included in the analysis were charts showing the top 10 days of NICS check requests as well as a comparison of data over the past decade. These charts illustrate that six of the highest background check days in the history of the NICS system occurred since the November 2008 elections.
WINCHESTER AMMO SALES UP 18 PERCENT ... Winchester Ammunition sales rose 18 percent in the fourth quarter of 2008 compared to the same period a year ago.
Clayton, MO.-based Olin Corp., owner of Winchester, said ammunition division sales were $121.4 million, compared to $102.7 million in the fourth quarter of 2007. The company said the increase reflects a combination of higher selling prices and improved commercial and law enforcement volumes.

OLYMPIC CHAMPION RHODE REUNITED WITH STOLEN SHOTGUN ... Two time Olympic gold medallist shooter Kim Rhode has been reunited with her prized, custom-made Perazzi shotgun that had been stolen from her pickup truck in September. The alleged thief was captured during a parole check. Rhode says that except for the Olympic and World Cup stickers that had been removed from the gun, and a little bit of rust, the shotgun, valued at $35,000, is in perfect condition.

Senate Democrats Block Rollback of D.C. Gun Laws
Senate Democrats objected in late September to an attempt by Kay Bailey Hutchinson, R-Texas, to take up House-passed legislation that would roll back District of Columbia gun laws.
Majority Whip Richard J. Durbin, D-Ill., objected, calling the bill an attempt "take away the authority" of the city to write its own gun laws.
Hutchinson said it is "the prerogative of Congress" to make laws affecting the District.
Gun-rights advocates say the District government is not abiding by a Supreme Court decision in District of Columbia v. Heller that voided the city's handgun ban in June. The D.C. City Council promulgated temporary laws in July, and another set of temporary laws Sept. 16. City officials are working on permanent ones.
Durbin said he was acting on behalf of 11 Democratic senators who signed a letter expressing concern "about proceeding to this bill without hearing from local and federal law enforcement officials and other interested parties."
The senators who signed the letter include Hillary Rodham Clinton of New York and Dianne Feinstein of California, who had vowed to filibuster the measure after the House passed it 266-152 on Sept. 17.
Hutchinson and 46 other senators wrote a letter on Sept. 18 to Majority Leader Harry Reid, D-Nev., asking for floor time for the measure before the end of the 110th Congress,.
Federal Firearms Licensing Center Moves to Martinsburg, West Virginia
Effective October 1, 2008, the Federal Firearms Licensing Center (FFLC) will undergo a workload redistribution to facilitate its permanent transfer of function from Atlanta, Georgia to Martinsburg, West Virginia. This transfer of function was mandated by Congress in ATF's FY2005 appropriations legislation.
New contact information for the FFLC is attached. All applications received by the FFLC with a postmark date of October 1, 2008 or later will be assigned for processing based on the attached list of State assignments. Applications postmarked before October 1, 2008 will continue to be assigned to their current examiner for completion.
As with previous workload redistributions, we anticipate an initial adjustment period and appreciate your patience in advance.

Bob Moates Settles with Bloomberg - Gets NYC to Pay for New Security Equipment
The city of New York announced September 22nd, that it had reached a settlement in its suit against Bob Moates Sports Shop located in Chesterfield County. Richard Gardiner, Moates' Attorney and former VSSA Board Member, said, "Basically, we're pleased with the outcome. We're getting an upgraded surveillance system at the city's expense."
Unlike other dealers that sued by the city that settled, Bob's will not have an "overseer" that looks over his shoulder every time he sells a firearm. Bob's was the last hold out of the 27 gun shops sued by New York Mayor Michael Bloomberg.
Congratulations to Richard Gardiner for his excellent representation of Bob Moates and for getting the City of New York to pay for security upgrades for the gun shop.
Virginia Agrees to CHP Reciprocity with South Carolina and Mississippi
For Virginia gun owners who like to vacation in South Carolina, the Virginia State Police have acknowledged that Virginia now has full reciprocity with South Carolina. South Carolina has updated their web site (http://www.sled.sc.gov/Reciprocity1.aspx?MenuID=CWP) and added Virginia as a state whose permits it now honors. Mississippi has not updated its web site (Mississippi URL too long to post) so check before carrying in Mississippi with a Virginia permit.

well, i always thought the supreme court was the supreme law in the u.s....obviously i`m wrong![}:)] the court said the gun bans in d.c. were not legal and had to be dropped!...what a shame congress won`t be charged with contempt of court!![:(!]
