Where is the powder?

I get that the rush cleaned out all the loaded ammo and component stocks on hand, and it's logical to me that with the government soaking up billions of rounds of ammo that the loaded shortage will continue, but where is the powder?
The government isn't buying 4350, 4895, Varget, Unique, etc. are they? The powder makers are still making it, aren't they? Why hasn't any more hit the shelves?
