I don't think steel core rifle ammunition is classified armor piercing unless the same steel core comprises more than a specific percentage of the projectile's weight.

Here is the ATF link about AP ammo, http://www.atf.gov/firearms/legal/armor.htm. It does have to do with a percentage.

I THOUGHT THAT ALL AMMO WAS SUPPOSED TO BE ARMOR PIERCING. Aint that
what bullets is for? Putting holes in what you shoot at. Thats been
the game since man hit his first target. JUST MORE CRAP
