question about ccw permits

I refuse to get a ccw permit here in Arkansas,I do not like the loops you have to jump through,I dont like the idea of the state police having full access to my medical records anytime they wish and the fact they can give them to anyone they choose with out notifying me,but most of all I have never been finger printed in my life and I do not like the fact of what Arkansas does with the full set of prints you have to supply "they are entered into a national database to be compared to every crime commited nation wide " .I have been looking at getting an out of state lic "non-resident",it looks like Tenn does not require you to be finger printed,do any of you know of any other state that issues non-resident lic without finger prints ?

    PA can be done 100% throught the mail with no prints and no photo. Last I checked to get a non-resident you had to have one from your home state if they offered one. Cost is $20 for 5 years.

    .....PA is the best deal going, though I don't think Arkansas honors it. I did have to send in photos, but no prints or other silliness. Go to www.packing.org Sheriff Nau in Centre Co. is a real good guy, who issues more non resident CCWs than just about anyone. Since IL doesn't issue CCWs, no documentation from my home state was needed.----EDIT---By the way, it only took about ten days from mailing the application, to getting the CCW. Look into FL also for non-res licenses.

    Florida requires prints and a photo but does not allow access to medical records. With the exception of Arkansas' medical record access, I'd have no problem with providing prints or photos. If I were you, I'd supply the info and obtain the CCW permit.
