Washington State C&R Licese Holders

Although I'm pretty confident that I alread know the answer, I'd like to hear from you folks and how you interpret the part of I 594 as noted below:

594 Section 3(1)

All firearm sales or transfers, in whole or part in this state including without limitation a sale or transfer where either the purchaser or seller or transferee or transferor is in Washington, shall be subject to background checks unless specifically exempted by state or federal law.

    My take, kimi, is that pre-1899 firearms remain exempt, but C&R transfers will require transfer through a type 1 or 2 FFL.

    I don't think the writers of this garbage legislation bothered to know or care what a C&R License may be.
    Freedom and a submissive populace cannot co-exist.

    Thanks for the comments, Don. I feel the same way, however, there is some online traffic about this subject, with the highlighted wording being the focus. Hopefully we'll hear from some of the guys from Washington hold a C&R license.

    The way I read it, if two Washington residents meet outside of Washington to transfer firearms, the transfer doesn't have to go through the background check requirement. So, just head over the border to OR or ID and do your transfer there. [:D]


    But, to your highlighted portion, it looks like C&Rs are exempted from the background check requirement.
    Some will die in hot pursuit
    And fiery auto crashes
    Some will die in hot pursuit
    While sifting through my ashes
    Some will fall in love with life
    And drink it from a fountain
    That is pouring like an avalanche
    Coming down the mountain

    You're welcome. By the way, it's been a while since I've actually read 594, but I recall that there are some sections that expound on the C&R regulations and restrictions.

    This has been covered on a Northwest Firearms forum. C&R is same as it always has been so long as the gun is C&R eligible. If you ever sell the gun the NEW owner would have to go through the background check if THEY don't have a C&R or if the gun is a post 1899 firearm and they are a WA resident. No background checks required for true pre 1899 guns for anyone.

    Thank you ruger41. Most of my firearms are C & R eligible and it is good to know that those that were purchased through an FFL could be sold directly to a C&R License holder.

    Haven't read the entire Initiative as it just pisses me off whenever I get into it.
