First off Guam is a hotbed of thiefs...if you ain't watching it or it ain't bolted down...it will get stolen.
A 54 year old Chamorro (local Guamanian) lady heard something in the jungle behind her house and took her .22 rifle and opened fire. She hit a Chukese (from island of Chuk) boy in the head and killed him.
A grand jury wouldn't find her guilty of negligent homicide and everyone knows why. The local Guamanian folk don't like all these people from the island of Chuk coming to their island. Plus everyone is fed up with kids going around and stealing stuff.
So she got away with blindly firing off 7 rounds in the woods and killing a 14 year old boy.
Sad part is the boy was just playing in the jungle behind his house.

First off Guam is a hotbed of thiefs.. Thanks. I gathered, though.
If the kid was the son of a neighboring [read: next island] village resident, tagging along on his dad's raid, it might be different. The dad putting his son in harms way while pop raided the belongings of his "brother".
If one should expect to be reasonably safe behind their house, from defensive rounds possibly firing nearby at any time of day or night, at first glance, the actions of the overly-aggressive resident sounds to be negligent.
And "Negligent of others" sounds like a real bummer of a way to die.
I'd rather be hit by a passing dump-truck, walking in front of it by my own stupidity.
