The big thing did you know lawn mowers there must have Catalytic converters on them. Are you kidding me.

You don't really have a lot of hoops to jump through before you can be doing business in California. Check with your local city hall to find out exactly what paperwork you need to complete for basic lawn care. A business license can be had for well under $100 and you may also need a 'sellers permit'. If you are trading with a fictitious name then you'll probably have to complete a DBA form as well.

As one of the most environmentally regulated states there are many animal and plant species that are protected. This may affect the way that you operate your equipment and will definitely affect you if you are offering services involving chemicals.
Some regulators have been pushing for lawn mowers in California to be fitted with catalytic converters to reduce the amount of smog forming chemicals pumped into the air. In some parts of the state some citizens have been able to exchange their old gas powered lawn mowers for heavily discounted cordless, rechargeable electric mowers.

Get it going and hire more, his best guy would be a "boss",, drive the truck, etc.
He'd hussle new business, pay the bills work on expanding. Easy to expand in increments, if he can get the money.
Move up to landscaping. Get a BOBCAT (have some fun). That's what this guy did.

Sadly, based on the rampant stupidity permeating Sacramento, that dumb idea may just become law.
Mowers don't need catalytic converters.
They've done some studies that showed air pollution went up noticeable on weekends due to lawn mowers (and charcoal grills) so the catalytic converters are the next "lib logical" step.[;)]

You have to watch that if you grill there is no Smoke. Son Kind of has it made there since they send out the fire department to check and being a Paramedic they kind of look the other way.
