Take out a one dollar bill and look at it.
The one dollar bill you're looking at first came off the presses in 1957 in its present design.
This so-called paper money is in fact a cotton and linen blend, with red and blue minute silk fibers running through it. It is actually material. We've all washed it without it falling apart. A special blend of ink is used, the contents we will never know. It is overprinted with symbols and then it is starched to make it water resistant and pressed to give it that nice crisp look.
If you look on the front of the bill, you will see the United States Treasury Seal. On the top you will see the scales for balance - a balanced budget. In the center you have a carpenter's T-square, a tool used for an even cut. Underneath is the Key to the United States Treasury. I suppose the easiest thing to do would be to find a coin from say 1942-1945 and look at it.
What about vietnam where people were being drafted, but it wasnt a declared war, which way was the eagle facing then?
This reaks of internet rumor with a few facts sprinkled in along side loads of patriotism in an attempt to get people to swallow this stuff.

It is true about the eagle faceing the arrows. This is only true on the one dollar bill. You will not see it on a coin.

Acording to the department of treasury durring war the eagle should face the arrows. I'm not sure of the last time it did though. But you are right about the 2003. I would be curious as to when it did last.

During vietnam the eagle was hanging out in Cambridge England with Bill clinton smoking a dubee, but never inhaling.
