    Cannot be placing things on city/county/state/fed property without approval.

    Having anything on govt owned property implies consent/approval of said item.

    I also read the article about wanting to change Minnesota's flag because it may be offensive to American Indians.

    Here is a thought. Just so we don't hurt everyones sensitive feelings, lets change every state flag to a solid background with the name on it? Oh wait...what color would we use for the background? What about for the lettering? Will it be ok to put the "A" next to the "L"?
