Who and where can I legally ship to?

I hope it's OK to ask this here. I am not a FFL and I live in VA. I would like to auction a Knight muzzle loader and a 1882 Spencer Repeating Shotgun made by Bannerman Mo. 1896. The shotgun is made for black powder shells. My question is can I ship either one of these to a individual or do I have to ship to FFL or do I have to use a FFL dealer to ship for me? I have read this info from Gunfroker's help section: http://www.gunbroker.com/Support/SupportFAQView.aspx?faqid=1118 and it looks to me like I am fine to ship to a non-licensee individual but I am asking here to be sure. Are there any states that I cannot ship these guns to?
