I have someone who wants to buy a Ruger 10/22 from me and as a party party can I sell this gun to someone in CA with signed FFL.

    The shipping FFL has to spend another few minutes per transfer, after they are set up.
    I recently shipped a revolver to Fresno, and the FFL didn't charge extra.
    It was $50, and I would have spent close to that, doing it myself, but I have no certification.

    And here's what it says:

    I am an FFL dealer. How do I ship/transfer a firearm to a California FFL? What is the procedure?
    In order to enroll in the CFLC Program, go to the CFLC Program website or visit the CADOJ Bureau of Firearms website for additional information. Once enrolled, you may access the CFLC database 24 hours, 7 days a week. This will allow you to log in with your user ID and password to obtain Firearms Shipment Approval numbers. When you obtain a Firearms Shipment Approval number for a firearm shipment, you need to provide the Firearms Shipment Approval number to the receiving California FFL and keep a copy of it for your records.

    If you're not an FFL you can mail it direct to his FFL. The buyer just needs to ensure his FFL will accept a gun from a nonFFL. No law against it, some FFLs (regardless of state) just prefer to not do it. If you are an FFL you'll need to use CA's CFLC system - it's done on line & takes about 5 minutes. I wish it didn't exist, but it does and it's easy to use.

    You must be an FFL, and registered with the CDOJ to ship firearms to an FFL in California.
    If you really desire something, you'll find a way ?

    No, there's not and you are mistaken - here is the link to CA DOJ:

    Note the Q & A #2 - "I am not an FFL ......"

    Furthermore, a Type 01 FFL Dealer can mail a C & R rifle to me (Type 03 C & R) without having to use CFLC. CFLC applies only when a Type 01 FFL is shipping a firearm to a CA Type 01 FFL.
