back in 1931 the US was in the throws of the depression. With that there were more than enough workers and white people were happy to work farms...prior to the depression, Mexicans had been welcomed to the US as seasonal workers had often stayed on as permenant hands on ranches and farms throughout the southwest and California. suddenly they became an unwanted burden on the economy of those states. They were excess man power....the states began deporting them in droves and those who would not go willingly were run out on a rail... the states convinced the first drug czar appointed to lobby congress to enact a law against Marijuana because it was well known the immigrants kept and used the drug and if it were illegal the states would have a reason to lock up the offending users.

By 2020 Marijuanna could be legal in America again. With 10 million plus illegals given amnesty every decade they will be the majority soon.

So the HArrison Narcotics Act dating from 1914 does not count as a drug law?
