PEO? New procurement organization?

This is a story off the Military.com about how well the military is buying the goods needed for our soldiers, sailors and airmen the world over. It also addresses that some 'small-unit' funds for purchases are going to "dry up". According to the PEO there is no need for some "specialized units" to go out and buy their own stuff. It isn't consistent with military needs.
