Not that I know of. But the POTUS can remove the flag and shove the pole where the sun don't shine.

The local NEWS had video of the Virginia State Police escorting the bodies of the four Marines as they were taken north on I81, I assume to Quantico for autopsy and funeral prep.

The White House mouth piece was asked today why zero hasn't ordered the flags to half staff, he didn't have an answer. [:(!]
