I was watching cspan this morning and one congressmen mentioned that we incereased the standard in the seventies but havent done it since. Why didnt they think of that sooner.

    probably a combination of cheap gas and people not wanting to drive a car that goes 0-60 in five minutes with a tailwind. Also more than likely to protect the "big three" since they were behind on developing engines which are both powerful and efficient.
