07 Cobalt airbag ?

I recently bought a wrecked 07 Cobalt were the drivers airbag blew. I'm to the point I need to replace the AB to pass the "enhansed inspection" to put it back on the road. There are no bolts or screws in the back of the steering wheel but there are 2 small holes ( 1/8 inch) that may have something to do with the AB. Another question, where is the computer control for the AB, Cavaliers are under the pass seat but it doesn't seam to be there in a Cobalt.

Anyone know what I have to do??
