IT help - cost of a website

I understand the basics of using Front Page but I know absolutely nothing about finding host servers or the related costs.
I have been trying to convince our American Legion Post that something better than the free page I created for us: www.neighborhoodlink.com/org/post72/ would help with recruiting current and recent service members.
At the next meeting I owe them a report on the costs of creating and maintaining a website. We're looking at no more than 10 pages on the site.
Any guidance appreciated.
