why isnt this a sbr?

why would the atf consider this legal? but if you shorten a new one to 14inches it is a sbr? just curious. never new they even existed. it is very cool though.

    Many Winchester carbines under 16" were cleared by the ATF. By serial number. They are rare and very valuable, and for once, ATF used their heads clearing these.

    says mfd in 1917. maybe grandfathered in because it was before 1934?

    It is still a Short Barreled Rifle, but originals were removed from the preview of the National Firearms Act many years due to their being rare and and collectible. A newly cut down Winchester lever action has no such exemption since it is not original and not rare.

    State laws still apply so it may well be restricted in a number of locations.
