The Department Of Homeland Security Is Buying 450 Million New Bullets

US Immigration and Customs Enforcement

The Department of Homeland Security (DHS) and its Immigration and Customs Enforcement (ICE) office is getting an "indefinite delivery" of an "indefinite quantity" of .40 caliber bullets from defense contractor ATK.

U.S. agents will receive a maximum of 450 million rounds over five years, according to a press release on the deal.

The high performance HST bullets are designed for law enforcement and ATK says they offer "optimum penetration for terminal performance."

This refers to the the bullet's hollow-point tip that passes through barriers without getting warped out of shape.

We've also learned that the Department has an open bid for a stockpile of rifle ammo. Listed on the federal business opportunities network, they're looking for up to 175 million rounds of .233 caliber ammo to be exact. The 223 is almost exactly the same round used by NATO forces, the 5.56 x 45mm.

The deadline for earlier this month was extended because the right contractor just hadn't come along.

Looks like the Department of Homeland Security means business.

How, in the bloody hell, is a handgun bullet with a "hollow tip" supposed to "pass through a barrier" without getting "warped out of shape"?
What voodoo is this? Am I missing something?

Is it possible that this reporter is not a ballistician?

Also, since they're buying 450 million bullets, how many pounds of powder does that require? What type? Are they saving their brass? Where are they getting primers? Are they using illegal Mexican labor to run their RL550s?

    Enquiring minds want to know.

Before Obama's next 4 year term is over some of us will probably find out who they are for.

Sounds like the anti-Americans that are now ruining...er, running America don't trust the US military to do their dirty work. The zombies employed by the various organizations operating under the umbrella of Homeland Security will be the goon squads that will be rounding up American citizens in a soviet style purge. Thats why they need military type purchases of so much ammo.

The contracted ammo is Federal not Winchester:

    Tacticalr HSTr
The next generation in high performance duty ammunition. HSTr offers consistent expansion and optimum penetration for terminal performance. A specially designed hollow-point tip won't plug while passing through a variety of barriers and this bullet holds its jacket in the toughest conditions. HST is engineered to provide 100% weight retention through most barriers and impressive expansion.

There is one school of thought they had money left over in the budget and had to use to justify all the money they want for next year's budget.

It's too early to think. Insert pithy comment here.

What kind of protective vest does one need to defeat these rounds? What should we call them? Militia Killer Bullets?

Been done. Check Geco's BAT bullet. I ordered some in the 90's. On soft targets, they act like hollow points and will put a 6mm hole in tires. On hard targets, they act like AP.

Note that this is a news reporter. I believe that when he/she used the term "bullets" it was meant to mean "cartridges." I could be wrong, but in reading the whole article the context appears to point to the loaded cartridges and not just the "bullet."
