Exporting - NAFTA - Regs..??

I know someone that sells widgets, on a small scale, wholesale and retail. He sells retail pretty much worldwide but, so far, all
wholesale has been stateside.

If he were to start selling a few whsl orders to Canada...would he
need all the NAFTA Legal mumbo jumbo..export lic., etc..?
