A railroad backhoe used in places you cannot drive to. Loading and unloading in a similiar fashon depending on the car doing the transporting is done all the time.

That backhoe is not owned by any railroad. On the boom you can see the Herzog Company sign. Big Railroad contractors. Also, judging by the friction bearings on the railroad car wheels, I'd say it's a short line railroad they are working on,not a class 1.

Looks like there is a winch line to pull him up once he maxed out the backhoe. Still takes a great deal of skill to pull that off.
