There, I fixed it for you... Horse power is for top end driving, torque is for low end pulling.

How many hours are on the tractor? What model JD is it?
2800 Hr think it has broken comp ring wont start with out starting fluid. its a 401-C Back-hoe loader
Do a compression check on each cylinder might tell more. Have you ruled out the fuel pump, etc?
