Drop-at-heel question

OK, I've done a little poking around on the internet and haven't come up with an answer:
Why do older military rifles typically have a larger drop-at-heel than modern sporting rifles? Is it strictly because the former are not designed to be used with a scope? Or is there some other reason?
Also, why do modern military rifles tend to have NO drop at heel?
