The Mythbusters did something like this in a swimming pool. They showed even a .50 BMG round rapidly ran out of energy in water.

OK, this is the 7th time this has been posted. Those were not regular water balloons they were the punch balls that are designed to be inflated to 2-3ft and punched at. They put a quart of water in a balloon designed for more than a few gallons. Look at the bullet not penetrating the last balloon. The rubber in this case slowed the slug MUCH more than the water did.

And totally different scenario in the mythbusters, they were shooting deeper in to the water so pressure came into play. This clip used a visual trick to make you think there would be little to no resistance, but in fact used balloons that are damn near inner tubes instead of actual water balloons.

Point is....water is pretty much incompressible. Takes a lot of energy to move it out the way.

a 5 gallon plastic bucket of sand.....which will have 100% penetration a 22lr from a rifle or an arrow shot from a average compound bow both at 10 yards?

would like to see this replicated with a non-expanding bullet. Penetration tests with expanding rounds are pretty comical. The bullet itself is designed not to over penetrate. It's like saying, let's see how much liquid it will take to put out this brush pile, and then using gasoline to douse the flames.[:o)][:o)]
Some will die in hot pursuit
    And fiery auto crashes
Some will die in hot pursuit
    While sifting through my ashes
Some will fall in love with life
And drink it from a fountain
That is pouring like an avalanche
    Coming down the mountain
