Cartridge Holder?

My buddy told me this metal rack/rest is an antique reloading device to hold cartridges while pouring in powder etc...I thought it was an antique spoon rest? does anybody know for sure what this is? and I am ready for all kinds of wise cracks so bring it on

hey, the holes are exactly 1 inch in diameter stands around 3-1/2 inches high and is 12 inches long and 2-1/4 inches wide
