If you had seen the video in it's entirety you would know that cloud seeding was seen as a legal liability should damage occur as a result.
As a result, THE GOVERNMENT DOESN'T SEED CLOUDS.
IT WORKS...they just fear that any slight change might be blamed on those who do it.
Russia openly admits that they cloud seed.
