9x18 is "9x18 Makarov", which is similar to .380 but a leetle smaller and weaker. they are not interchangeable. you can't shoot a 9x18 Makarov out of a .380 and vice versa.
(Short)
Its smaller and less effective than a .45. or a .40![:D][}:)]
Not ITS, IT'S. A contraction of it and is.[:D]
As to the original question, The .380 is a 9x17mm, AKA the 9mm Kurz. The 9x18 is the round for the Russian Makarov pistols, and the 9x19 is also known as the 9mm Luger and/or 9mm Parabellum.
No, they are not interchangeable.
Spelling and/or grammar corrections welcomed...[;)]

9x19 = 9mm Luger.

You are correct that the 9x18 cannot be fire in a 380 chamber. The Mak bullets are .363 -.365 in dia. while the 380 bullets are .356 - 357 in dia. While the measurements may be off by +
.001 or so, the large Mak bullets won't fit the smaller 380 chamber.
However years ago at an indoor range while picking up my 9x18 Makarov brass, I noticed bulged and split 380 (9x17) brass. I picked up some of the split 380s. The man next to me appeared to shooting a Mak. Out in the store I asked him what he was shooting and what ammo. He confirmed that he was shooting a Mak he had just bought and was using 380s since his father, a cop, told him that's what to use. He explained that he planned on taking the pistol with him to either Iraq or Afghanistan when he deployed in 2 weeks.
I showed him the split brass, told him I was shooting the same pistol and then showed him a box of the 9x18 Mak ammo. I explained that while the 380 ammo sometimes works in a Mak, it isn't correct, will be excessively dirty, could easily have FTFs, and nowhere near as accurate. After determining the range didn't sell Mak ammo, I sold him a box of ball ammo.
One more thing.
While 380 is also known as 9MM Kurz (plus a couple other designations) it is not actually a shorter 9MM case.
It is a different case altogether with a different sized rim (same rim size as 223 rifle) so it uses a different shell plate for reloading.
While seemingly obvious one should never put 380 in a 9MM
