DOD vehicle registration (gate pass) changes

Last week I traded my wife's Malibu for a Tahoe. Yesterday I was in Virginia Beach so I stopped by Naval Air Station Oceana's Pass Office to register the Tahoe. We went through the whole routine, I gave her the sticker off the Malibu, showed her the registration, inspection certificate, insurance card for the Tahoe and my driver's license and I.D. card.
When she finished her paperwork and computer entries she told me they don't use windshield stickers anymore. I was done with the registration. I asked her how the gate sentry knows I have registered the truck. She said now when you show your I.D. card, the sentry scans it and his computer tells him the vehicle is OK. I like the idea of no sticker, but I kind of wonder if all services and locations got the word on this change.
This morning I remembered there were a couple of questions I forgot to ask, so I called them. Does the registration have an expiration date similar to when we had stickers or does it stay in effect until I get rid of the vehicle? She said they "left that kind of up in the air for right now, but it won't be before March of 2017".
Do I need to reregister my truck under the new system, or is the old system registration good until the expiration date? She said I do need to reregister my truck under the new system, but I don't have to turn in the decal until the expiration date. I can leave it on the truck or scrape it off, but it has to be scraped and turned in by the expiration date.
Under this new system I see no reason the whole thing can't be done over the phone. The DMV has the registration, inspection certificate and driver's license on computer files and USAA has the insurance card on their computer. She has my I.D. on her computer. I doubt if that will ever happen, but it could be done.

That was the time of day I used to get a car on base that was not registered.
What she is referring to is the DBIDS (Defense Biometrics Information System). Every installation uses it DOD wide but not the same way.
AF does not register the vehicle in the system. Instead they ID card is registered and when they scan it, it pops up your information and tells them if you are barred from post or are in an unauthorized status (for AD, Guard and Reserves).
Army uses it to register vehicles and some installations use it to list personal firearms you have registered with the MPs if you reside on post.
Since 9-11 we have been having to show CAC or ID cards to enter every installation. Nothing new for use in the last 12+ years. Prior to that we used to get waved through with the sticker and only ID checks after 2200 hours until 0500 hours.

It looks to me like most stations, especially National Guard, are trying to get out of the I.D. card and vehicle pass business. National Guard in Raleigh, NC only does dependent I.D. and CAC cards. Nothing else. National Guard in Blackstone, VA (Fort Pickett) recording said they only answer the phone every other Wednesday. They didn't say which Wednesday.
About a year or so ago my wife dropped out of the DEERS system for reasons unknown to me. I found out about it trying to pick up her prescription at Oceana Medical. Since I had her I.D. card with me they let me reenroll her. I think that could have caused problems with TRICARE. Fortunately it didn't.
