Intriguing.
I have thought about the electrical potential that runs the human body; the thinking being that there must be a common wavelength or frequency which will resonate with the human body, and perhaps effect some change.
Imagine being able to perform retroactive abortions on "undesirables", or modification of behavior with "radio waves"....or dissolving diseased tissue without surgery, or pinpointing individual cysts or 'stones to flash fry without harming nearby tissue; the list goes on.
The Cynic in me thinks it's already happening through apps on cellphones.
I had a late step sister that lived real close to one of those high voltage transformer stations. She suffered from head aches and was kind of bat-poop crazy most of the time she lived there.
She passed about a year ago at the age of 61. I think that we are seeing more advances in just about every science known to man these days and if you have ever read the Bible, all things are coming to a head pretty darn soon.
Old fashioned shock treatments were used to attempt to stabilize folks with mental problems. As advancements are made in how synapse and other brain function process. These tools or weapons could get interesting. The Chinese are experimenting heavily in this area.

It's called a singularity event and could be closer than we think.
It may come down to what is the most efficient form of government. Is it money or greed? Or knowledge of power instead? Morality is a just a juxtaposition of actions to a mechanical non-biological machine.
