I begin with Gorbachev in the year 1990. He suggested to form a common European house: Dissolving of the NATO and the Warsaw Pact and finding a common security with Russia. This is what the NATO denied. They said: Dissolving the Warsaw Pact: Yes. The NATO stays. And from the defending alliance was made an interventional alliance.
