The snopes article notes that this 'type' of boat carries 15,000 liters fuel capacity. Just shy of 4,000 gals.
Fuel alone weighs ~6.1 lbs/gal or about 24,175 lbs fully loaded.
The key is... Gas is buoyant in water. (Water is 8.35 lbs/gal)
i.e. "Helps float the boat", IF contained below the water line.
Quite possibly, the bad guys used the enormous volume of gas to help carry the large load of
drugs, weapons, and ammo it probably carried.
